Can locations switch between CET and CEST repeatedly during the year?

No. Each zone changes clocks twice a year, forward from CET to CEST on the last Sunday of March and back on the last Sunday of October, on dates set by EU rules that the non-EU countries in the zone also follow.

Why was CEST created to cover so many regions?

Most countries in the region adopted summer time in the 1970s and 1980s, partly to save energy. EU directives later aligned the start and end dates, and since 1996 all these zones change on the same days.

When do clocks change back to CET?

Clocks in CEST zones revert to standard Central European Time (CET) on the last Sunday of October.
