About Ukraine's time
2 time zones.
Ukraine currently finds itself in an unusual time situation due to its geopolitical circumstances. The country has two zones—Kyiv and Simferopol—and they don’t always tell the same time story, especially with shifts related to occupied territories.

History
How Ukraine keeps time.
For most of the 20th century, Ukraine followed Moscow Time (UTC+03:00) while part of the USSR. After independence in 1991, it kept UTC+03:00 as its standard time and continued observing daylight saving time like its European neighbors.
Daylight saving practices were sometimes inconsistent. In the late 1990s and early 2000s, there were years when the clocks were changed and years when they were not, often due to political and economic pressures rather than strict EU-style harmonization. By the early 2000s, Ukraine settled into a more regular pattern of switching between standard time (UTC+02:00) and summer time (UTC+03:00).
The most significant recent change came with the 2014 annexation of Crimea. Simferopol, previously aligned with Kyiv, began following Moscow Time (UTC+03:00) year-round, effectively ending DST in that region. This created a de facto second time zone in Ukraine, even though officially the country still recognizes only one.
Did you know?
Things about Ukraine's time.
The split between Kyiv and Simferopol is one of the clearest examples of how geopolitics can fracture a country’s timekeeping. While Kyiv continues to observe DST, Simferopol does not, leading to a one-hour difference for part of the year.
This situation is particularly confusing for travelers and businesses operating across the country. Scheduling meetings or transport between Kyiv and Simferopol requires constant awareness of whether DST is in effect, and even then, the political situation makes reliable timekeeping difficult.
Ukraine’s timekeeping also reflects its broader struggle between European integration and Russian influence. The shift in Simferopol to Moscow Time was not just a technical adjustment—it was a symbolic move aligning the region with Russia rather than Ukraine.
Frequently asked questions
Common questions about Ukraine's time zone, daylight saving rules, and how to handle it in software. Can't find what you need? Email [email protected].
- What is the current time difference between Kyiv and Simferopol?
- During standard time (winter), both cities are at UTC+03:00. During daylight saving time (summer), Kyiv moves to UTC+03:00 while Simferopol remains at UTC+03:00, so there is no difference. However, historically, Simferopol did not observe DST, so there was a one-hour difference in summer.
- Does Ukraine observe daylight saving time?
- Yes, Ukraine observes daylight saving time in most of the country, including Kyiv. Clocks move forward one hour in spring and back in autumn. However, Simferopol, under Russian control, does not observe DST.
- Why does Simferopol have a different time zone?
- After the 2014 annexation, Simferopol began following Moscow Time (UTC+03:00) year-round, abandoning DST. This created a de facto second time zone in Ukraine, even though officially only one is recognized.
- Is it safe to travel between Kyiv and Simferopol?
- Travel between Kyiv and Simferopol is currently not recommended due to the ongoing conflict and occupation. Time differences are the least of the concerns in this situation.
- How does Ukraine’s time zone affect business with Europe?
- Ukraine’s time zone (UTC+02:00/UTC+03:00) is similar to many Eastern European countries, making business coordination relatively straightforward. However, the split with Simferopol can cause confusion in scheduling.
- What was Ukraine’s time zone before independence?
- Before independence in 1991, Ukraine followed Moscow Time (UTC+03:00) as part of the Soviet Union. It has maintained this offset since, with minor adjustments for DST.
